Step 1: Thermostat in cool, set below room temp. Step 2: Breaker for both indoor and outdoor units is on. Step 3: Disconnect at the outdoor unit is plugged in. Step 4: Float switch (in drain pan) hasn’t tripped.

If all four check out and nothing happens, you likely have a failed capacitor, contactor, or transformer. Time for a tech.
